Planning Group

Membership

Six members of the parish council serve on this working group with a quorum of three. A quorum is necessary here because under certain circumstances the recommendations made by this group is used by the Clerk under delegated powers (S.101 of the Local Government Act 1972) when responding to planning applications between meetings. In this case the recommendations of the group are not made to the council but, instead, are passed directly on to Herefordshire Council.

As with other working groups, interested individuals can be invited to join discussions but they do not have the right to vote (if a vote takes place) where a decision is to be passed directly to the clerk as outlined above. 

Current members of the group are Cllrs Kevin Braybrook (Chair), Stuart Eames, Frank Hemming, Lavinia Smith and Tim Jones.

Roles and responsibilities

Generally the group does not make decisions, however, but makes recommendations to the full council. All comments are made with regard to the CLP (2013) and the Fownhope Neighbourhood Plan (2016) and are based on material considerations. Besides discussing and reviewing planning applications the group has the responsibility of responding to planning consultations and developing planning policies, as identified in the CLP (2013).
